If 'protector of the Sanctuary' is face-up on my side of the field and I activate 'Disturbance strategy', is my opp. able to draw cards by the effect of 'Disturbance strategy'? If 'protector of the santuary' is on the field my opp. isn't able to draw cards except for his draw phase. Thx!

As for your question, its a different resolution all together. Protector of the Sanctuary will prohibit the activation of cards that force your opponent to draw. So you could not activate Disturbance Strategy at all.
