QUESTION:
Why is this? The effect of "Exiled Force" neither designates a card in the
graveyard nor activates in the graveyard.

ANSWER:
"Exiled Force", when Tributed for its effect, most certainly DOES activate in
the Graveyard. This is the reason that its effect still activates if "Skill
Drain" is on the field.

Hence, its effect does not activate if "The End of Anubis" is on the field.

order of operations is as follow

-anounce activation of card
-activate card
-pay cost if one exists
-chose target if nessisary

the cost happens after the activation and therfore activates while on the field... right?

No the cost happens before the card is considered activated.

1-Place the card on the field (or flip face-up)
2-Pay the Cost
3-Designate the Target
4-Card is now activated

Put it this way: You first pay for the burger don't you? then you get the burger do what want with (eat it), so the same applies here for any cost effect monster card.

Can't use that logic cause if you go to a Restaurant, you pay AFTER you finish eating your meal, which would be like using "The Creator".
