So, it states that i can send this card face up to summon a red eyes B dragon from my hand...

Does that mean i can just summon Red eyes B. Chick to the field and then follow through with the effect if i have Red eyes B Dragon in my hand?

Yep you certainly can. That was the whole point of the card, to make the previously DIRE REBD...well marginally less dire.
