You can activate "Divine Wrath" during the Damage Step because it is a Counter-Trap, so you may activate it to negate the effect of "D. D. Warrior Lady", "Reflect Bounder", "Injection Fairy Lily", "D. D. Crazy Beast", "Dark Paladin", or "Mystical Knight of Jackal".

so let me get this straight. if I attack my opponent's face up attack position reflect bounder with my summon skull, and I activate divine wrath, I will do 2500 damage to my opponent's life point. is that right?
 
Divine Wrath only negates the "activation" of an effect and destroys the card. It won't deal 2500 points of damage to the opponent.

But since Divine Wrath was activated to the trigger of Reflect Bounder, the effect is negated and destroyed. Thus creating a replay, and your gona have to call back your attack and choose a new target.

Oh ok, so you just choose your next target? And if there are no other monsters, it would simply be a Direct Attack right?
 
As the attack reached the damage step Summoned Skull's attack for the turn is deemed to have been successful and so 'used', this is why there is no replay, and as such you cannot declare another attack with Summoned Skull (barring Twin Swords or something similar).

That's what densetsu_x meant. "Summoned Skull" would NOT be able to attack again. The initial attack on "Reflect Bounder" would continue into the damage step, so NO REPLAY would occur. The attack simply stops when "Divine Wrath" destroys "Reflect Bounder". The controller of "Summoned Skull" would then choose another monster to attack with.
