this is basically a "pay to activate" question...and a huh? follow up

p1 ( strike ninja/ return deck)has 2 set s/t and strike ninja on field and a big ole' honkin' removed pile
p2 (dasher/phoenix blade/return deck) has a set MoF and has 1 set s/t and 3 in removed pile(2 ddsurvivors and 'reaper)
p1 summons another strike ninja and attacks
p2 in response to atk activates his set rfdd
p1 in response flips royal decree and asks for response from p2 - none - and chains his own rfdd..so - resolve backwards
p1 "returns" and floods field with tomatoes & newdoria
p1 royal decree negates p2 rfdd-monsters never hit field
p1 resumes atks
where we had troulbe was in getting p2 to understand he(and p1) paid to activate his rfdd before chain started resolving, so atks were enough for game

then p1 says- since royal decree was activated in chain, before all 3 traps went to graveyard, that his returned monsters would stay anyway and he'd have game next turn...
i said "huh?" i thought those returned monsters had a "condition" placed on them to re-remove...before
royal decree resolved....
so i had to ask - 'cause this is gonna come up again....

Royal Decree does not affect the lingering effect of RftDD since RftDD resolved before Decree resolved.
So the monsters would have been removed from play during the End Phase.

What p2 doesn't understand is how basic chaining rules apply here. I presume you posted this to recieve backup to the explanation you gave him. Payments are not the issue here. The position of each Return from the Different Dimension in the chain is. Player 2's RftDD is the ony one getting negated because it's the only one on the chain that resolves after Royal Decree resoves. Player 1's RftDD is not getting negated because it's resolving before Royal Decree has become active, it's not negating traps yet. Hopefully that clears things up for P2.
