Royal Command versus Locust?

Would player B, still be able to use the effect of Swarm of Locusts.

No Royal Command would not stop Swarm of Locusts since SoL is not a FLIP effect monster. I learned that here... only effect monsters with the beginning word FLIP: are flip effect monsters.

There's a difference between FLIP effects and Flip effects. FLIP effect monsters get their effect when the are FLIPPED. Monsters that require that they be flip summoned are not the same as the mechanic requires that the controller manually flip the monster during their turn, either Main Phase 1 or Main Phase 2.

The flip summon monsters (Swarm of Locusts) are the ones that have to be flipped manually main phase 1 or 2. That's what a flip summon is. But Royal Command stops flip effects, which are just5 the FLIP: ones. The ones triggered when flip summoned are triggered when flip SUMMONED. Those can be negated with cards like Forced Back, because they negate the summon.
