Hello, My opp. has black luster envoy face-up attack position on his side of the field. I activate Snatch Steal, he chains with Magic Jammer to negate snatch. Can I chain with Royal Decree to negate the effect of Magic Jammer??

Unfortunately you cannot. Magic Jammer is a Spell Speed 3 Countertrap, whereas Royal Decree is a Spell Speed 2 Continuous Trap. You are not allowed to chain slower speed cards to the previous card.
Yeah meaning that Royal Decree is not always the answer to all of your trap problems where as a good placed Solemn Judgment can solve any problem.
