Royal Decree

If my opponent activates Royal Decree, can I still chain a trap to the Decree's activation? Example. My opponent activates Royal Decree, I then chain by playing Waboku. Does the Waboku go off, or is it negated by the Decree?

Wabaku would activate and resolve before Royal Decree's effect became active.

And this is a good example of how Monster Effects and Spell/Trap Effects work differently even though the effect may be the same or similar. If Jinzo were placed on the field his effect would apply immediatly and no trap could be chained to his effect. (Of course, that is different if he is summoned within a chain)

and its the reason why psimon always Backfires on me.

i keep thinking once he hits the field no plottwists can beplayed, but everybody always says in responce to the recruitment of psimon yata yata yata...
i always figured if it makes it its activate, but i guess not.

somebody always needs to help me in VS because im dumb.
