Can I chain Royal Decree to cards like Solemn Judgement and Magic Jammer when they're activated, thus negating their effects?

No. Royal Decree is Spell Speed 2, those are Counter-Traps, which are Spell Speed 3.

Only another Counter-Trap can be chained to a Counter-Trap. Seven Tools of the Bandit would work here instead of Royal Decree.

(Counter-Traps must also "deal with" (it's early -- can't think of the right term) the card immediately before it in the chain, too)

Royal Decree is a spell speed 2 continuous trap card, Solemn Judgement and Horn Of Heaven are spell 3 counter trap cards, spell speed 3 effects may only be chained to by another spell speed 3 effect (such as 7 Tools Of The Bandit)

Quick answer, no you may not chain Royal Decree to Solemn Judgement, the spell speed of Royal Decree is not proper to do so.
