Rulings:
[Re: Gorgon's Eye] If a Defense Position monster has Spell Counters, like "Skilled White Magician" or "Royal Magical Library", the Spell Counters are removed if "Gorgon's Eye" is activated.
[Re: Null and Void] You can chain "Null and Void" to the effect of "Royal Magical Library".
Spell Counter weeks rolls right along with another monster from Magician's Force - what a coincidence, eh?
LIGHT is well supported, and Spellcaster support is on the rise. An ATK of 0 is craptacular, but it does it make it very searchable: Shining Angel, Sangan, Last Will, Magician's Circle - take your pick. 2000 DEF makes for a very nice wall, too.
The effect increases your drawing and deck-thinning ability and that's never a bad thing. The lack of the Butterfly Dagger - Elma + Gearfried the Iron Knight combo hurts it a tad. But with most decks running around 15-18 Spells (30-36 between both you and your opponent), there's a good chance of pulling off a few extra draws. You can increase the likelihood of using it with stuff like Toon Table of Contents and Gather Your Mind.
While the 0 ATK does make it incredibly easy to search for, it's a double-edged sword. Should this thing be switced to ATK, it's extremely easy prey.
Royal Magical Library works best in a Spellcaster deck, emphasizing Spell Counters (Apprentice Magician, Pitch-Black Power Stone, Magical Plant Mandragola, etc.) It could be useful in most decks though considering it's searchability, 2000 DEF wall, and Draw ability.
Advanded: 3/5 - should be able to get a few extra draws out of it
Traditional: 3.75/5 - Butterfly Gearfriend combo helps
Limited: 3.75/5 - Plenty of Spellcasters in MFC
