Sakuretsu timing

Here's is a scenerio that happened to me. My opponent attacked me with Gene-Warped Warwolf, equipped with a Premature Burial. In response, I activated Dust Tornado targetting the Premature Burial, and he chained Pole Position. Could I activate my set Sakuretsu Armor, or has the timing lost, because Sakuretsu Armor wasn't the first card activated in response to the attack.

Yes, you can activate Sakuretsu Armor in that situation. The key point is that it was the first Chain of that battle. Compare it to chaining Magic Cylinder to Sakuretsu Armor or several other examples - You can activate as many "responds to declaration of battle" cards in the first Chain (only), and wherever in that first Chain you like.

What if the card chained to dust tornado is something with a counter speed?

Will you proceed to the damage step and be able to start another chain or will you the battle take place?

You wouldn't be forced into the Damage Step, if that's what you mean. You'd still be able to add to the chain, provided you had a card that could match that Spell Speed.

Also when the current chain resolves you may start a new chain but you could not play sak as by that time it would have missed its timing as the last thing to happen was the resolution of a trap so things like widespread ruin would have to be used instead.
