Sangan's effect will start a new chain that must resolve first before you can use Levia-Dragon - Daedalus' effect. So basically, your opponent at that time can decided to Torrential Tribute the field or Bottomless Trap Hole your monster. And because Sangan's effect is manditory, you won't have a choice about it.
EDIT: FE: You wouldn't have to wait for a "response chain". You can chain Torrential Tribute to Sangan's effect since the last thing to resolve was "successful summon".
This brings a question to my mind. Where exactly does the Response Chain take place here? After Sangan resolves do we decide to activate those cards, or before Sangan resolves?
The Response chain to the summon is the first chain activated after the summon was successful regardless what the first link on said chain is. In this example, it would be Sangan's effect activating to which you can say Torrential Tribute the field (response to summon) or Divine WrathSangan's effect (response to previous link).
This will be moved to the FAQ but just to re-iterate something that has been said before, though not in awhile.
It's one thing for a few people to answer the same question and say the same thing at the same time. But please do not simply repeat an already given answer to a question. If a question has multiple responses, please take the time to read the responses first as so you're not repeating something said hours ago. Further, if you do this, please do not add something that is mechanically wrong to the answer.
Levia-Dragon - Daedalus (as well as every other monster in the game) does not have priority. The Players Do.
