Secret Barrel: Activation or Resolution?

Inflict damage to your opponent's Life Points equal to the total number of cards on your opponent's side of the field and in your opponent's hand x 200 points.

If you activate "Secret Barrel" and your opponent activates something as a chain, the chained card is included in the number (so if your opponent's only card on the field or in his hand is "Mystical Space Typhoon", and he chains "Mystical Space Typhoon" to "Secret Barrel", he still takes 200 damage).



A friend of mine and myself have a discussion about this card.
Does it count at resolution or at the time of activation?

My friend says at the activation, because of the ruling I quoted.

I disagree with that, because the ruling only states that cards chained to Secret Barrel still count, simply because they're still on the field. I think that it counts at the resolution, because the other cards that count (Chaos Emperor Dragon - Envoy of the End, Good Goblin Housekeeping, etc.), count them at the resolution.

Who's right?
 
I don't think that proves it. REMEMBER: CARDS IN A CHAIN WILL STAY ON THE FIELD UNTIL THE CHAIN RESOLVES!!!! Read that again, please, it is very important.

It can be important in this kind of situation:

You have 2 spells/traps on the field (1 of them being Mystical Space Typhoon) and 300 LP left.

He activates Secret Barrel and you chain with MST on your other spell/trap card.
It counts the cards at resolution. Remember, all cards in a chain will remain on the field until that chain is finished resolving EXCEPT if they are destroyed during the resolution of that chain.

So, for your example let's build, then resolve the chain. We'll assume no other cards in hand for Player A, and both set Spell/Traps have been there for at least a turn.

Player B activates "Secret Barrel".
Player A has only two set Spell/Traps, no cards in hand, and 300 LPs.
Player A chains "Mystical Space Typhoon" targeting his other set Spell/Trap.
Player B does not respond.

Chain = "Secret Barrel" --> "Mystical Space Typhoon"
Resolution = "Mystical Space Typhoon" --> "Secret Barrel"
So..
"Mystical Space Typhoon" resolves 1st destroying the other set Spell/Trap card. It IS immediately sent to the Graveyard at this time, but "Mystical Space Typhoon" remains on the field.
Then "Secret Barrel" resolves, counts the number of cards, and inflicts damage accordingly. Since Player A only has 1 card remaining, they will only take 200 points of damage, and live for another turn!

Well boys there is a proviso with cards like Mystical Space Typhoon

When Secret Barrell is activated if you chain cards that destroy cards they won't count because they won't be present when Secret Barrel resolves.

example you have 2 face down spell/traps your opponent activates Secret Barrell
You activate Mystical Space Typhoon in chain to destroy your own face down trap. Since the face down trap is destroyed by the card effect of MST it goes to the graveyard before Secret Barrell counts it. So you would lose the 200 for the MST which doesn't go to the graveyard until the entire chain resolves but you wouldn't lose the 200 for the other as it went to graveyard as soon as it was destroyed by Mystical Space Typhoon.

There is a ruling like this available for Princess of Tsurugi at netrep

She also counts cards and inflicts damage. Although not monsters or hand. For anyone who is going to say it isn't a fair comparison. LOL

As I said, I know... The same ruling goes for Good Goblin Housekeeping (counts GGH's in grave at resolution, that's why it works perfectly in combination with Emergency Provisions), Chaos Emperor Dragon - Envoy of the End (bottomless on him = 300 damage less), etc.

But they still hold on to that ruling on netrep -_-' Like said before... it says NOTHING about when it resolves.

But now I know for sure that I was right about this ruling. Thanks everyone ^_^

EDIT: ok you already included it...
It counts at activation (like the ruling about vs. Chains tells us that).
Also, you have to remember that Mystical Space Typhoon can be activated from hand if it is the controlling players turn (MST's controller), so if it was activation, then MST wouldnt be counted and could destroy a card on the field for free.
