In any rate, you have the answer to your question. I guess it's not any big thing to find out whether the effect is mandatory or optional..:(....*sigh*..
 
Spell Cards can't have thier activation forced like a Flip Effect monster can. They must played and you have a choice to play it or not play it. A Flip Effect monster activates no matter what (when flipped) then resolves as much as it can or not at all.
 
Ok, apparently I need to clarify my statement.

I NEVER said the FLIP effect was optional. The effect that is 'supposedly' optional is NOT the FLIP effect, but the act of Special Summoning a monster.

Anybody playing this game knows FLIP effects are mandatory unless specifically negated by another card effect ("Ceasefire").
 
Not the best choice of wording either, skey, no offence. The fact that the effect may resolve without effect (no monster to Specia Summon) does not make any part of the effect optional. The effect is mandatory from activation (Flip) to resolution (Special Summon).
