Im assuming when they say "effects", they also include monster effects??? Question... Say you have two cards on the field, Silent Swordsman LV3 face-up and another monster (doesnt matter what) face-down. If your opponent targets Silent Swordsman first, with the effect of Penguin Soldier, would Silent Swordsman then negate the remaining selection?

Also, if the face-down monster was targeted first, and THEN Silent Swordsman LV3, would it negate "both" selections, since my opponent wasnt able to completely resolve Penguin Soldiers effect??

It very well could be. The site I saw it from had what looked like a very bad translation to english. I did the best I could to just understand the misspells, let alone the effect.

Be careful about anticipating effects of monsters that aren't released in the US yet. It's possible that the official final translation will be different than the previews. Words like Magic (Spell), Cemetery (Graveyard), and Reversed (Flip Summoned), indicate they may not be the "official" released text when it comes out...

The translation is not from Edo's as far as I know.  I picked mine up from "Theriversidegym".  It was listed on the Rise of Destiny Spoiler, so if they got their info from Edo's, then I suppose credit was never properly given....

I, for one, dont even know the web address to Edo's.
