This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of "Silent Swordsman LV5". As long as this card remains face-up on your side of the field, negate the effects of all Spell Cards on the field.

I have a question about the ruling for this card. Per the card, the monster negates the effects of all spell cards on the field. Does that mean that it will not negate effects of cards like MST? I'm a little confused about what spells this monster actually negates. I've seen this monster compared to Spell Canceller, but the card description is worded very clearly, unlike this card. Is this similar to the Imperial Order effect? Or is it less powerful?

SS7 will still negate MST, because when you activate MST (contrary to popular play within duelists) you must activate MST into a zone in the Spell/Trap, give your opponent an opportunity to chain, and then resolve the card. At this point you resolve MST, and SS7 now uses its ability to negate its effect. Spell Canceller's wording prevents the activation of spell cards as well as the negation of current spell cards on the field. Its a slight difference, but for the most part they function the same.
 
Actually, it's funny but this effect text seems more accurate.

Yes, it is identical to Imperial Order and Spell Canceller (negation part). You CAN activate Spells on the field, but the resolution with be negated.

Only Spell Card Effects that activate off the field are unaffected by this effect. So an MST from hand will be negated because it is activated and resolved on the field.
