Can Skill Drain's effect be chained to the summoning of Jinzo to prevent its trap negating effect?

Can chain to the summoning of anything in the first place? No. You can only negate it ("Solemn Judgment") or respond to it after a successful summon ("Torrential Tribute"). So if "Jinzo" hits the field, it's too late.

Remember: Whomever is actively on the field first, wins. So if "Skill Drain" is active, "Jinzo"'s effect will be negated. If "Jinzo" is active, "Skill Drain" can't be activated.

For me there's just no decent service at a fair price, their's one I've been keeping an eye on but they've yet to extend their network out far enough for me.
