1) No because "Exiled Force" sends itself to the graveyard as the cost to activate his effect. Since he is in the graveyard and not on the field, his effect resolves normally.
2) The player can activate the effect of "Tribe-Infecting Virus" and discard a card to the graveyard as the cost to activate the effect, but the resolution of the effect would be negated by "Skill Drain" (so none of your monsters would be destroyed).
3) Same as 2.
4) Yes her effect would be negated.
5) Yes the Turtle's effect would be negated. I'm fairly sure that the act of offering the monster as a tribute is done during the resolution and not the activation so the player couldn't just jettison a monster he didn't want (regardless if it would have done damage or not).

1. No, Exiled Force isn't face-up on the field anymore during resolution of its effect.
2. Yes.
3. Yes, same case as TIV
4. Yes
5. If you offer Catapult Turtle itself, yes. An other monster, no

There are plenty of activation costs in the game and if the resolution of the effect is negated, you're out on the costs...

You're right on the turtle though (forgot that scenario... though I've done it with Cannon Soldier all the time... same idea).

Well then it looks like offering the monster as a tribute for "Catapult Turtle" (and "Cannon Soldier") is the cost to activate their effect. In which case, either could clear off unwanted monsters on their side of the field since they are paying to activate their effects (which Skill Drain would then negate the resolution of said effects).

In addition, the monster's effect is negated only if the monster is face up on the field during resolution of its effect. If you Book of Moon, Interdimensional Matter Transport, etc...(assuming it didn't leave the field as a cost to its own effect) then the effect will NOT be negated.

Just don't try and activate them in the damage step...
