When the DEF is equal or less than the ATK, the character becomes stunned. Is this true for both numbers being zero. Does a puppet master stun a savage landed brotherhood character?

Yes. If the DEF is less than or equal to the ATK than the character is stunned. Since 0 = 0, a character with 0 DEF attacking Puppet Master would get stunned.
