Nope, none that I've ever seen anyway, the only restictions regarding monster numbers are the limits set on the Fusion deck.

Take it you've a odd deck idea in mind so?

Oh, quite. I can't say I've ever heard of anyone playing a deck with only spells and traps, I thought I might put one together for kicks. Imagine your opponent's surprise if you manage to play Inferno Tempest on them if they smack you with BLS, removing all their monsters from play that aren't on the field, and they go to remove monsters from your deck, finding none. I think it'd be a good laugh. I don't know if it could possibly stall long enough against most decks to actually win, but it's worth a shot, for kicks, if nothing else. ;)
 
I actually built and played an all Spell and Trap deck before. It is a little more viable in April when United We Stand is back to help Mage Power. Its pretty neat when you can have a 3200 sheep token!!!
 
But a Sheep Token is a creature. The only way I'm gonna get stuck with a creature at all is if they Ojama Trio me. ;)

Wow, there really are trap monsters? Awesome! Depending on their effects, I hope to replace all monsters in my deck with them when they come out...
 
Some of the Trap Monsters do have some pretty good effects. Mind that nearly all of them are Continuous Trap Cards, whereas one of them (I forget the name; something like Mirage Slime?) is only a Normal Trap Card, and so will only last that one turn.

I've seen a couple of Trap-only decks going around, and they look rather good. They focus on burn damage (well, they have to) in the form of Just Desserts, Secret Barrel, etc., while at the same time stopping attacks to your Life Points. In particular watch out for Jinzo. He's the worst thing you could see running your Trap-only deck. Him and the Battle Phase Trap negators, that is.
 
Also you'll need to watch out for the commonly decked weenies (Sinister Serpent, Mataza the Zapper, Penguin Soldier, etc...), who can all attack under the 3 primary stalls: Gravity Bind, Messenger of Peace and Level Limit Area B. Nothing more embaressing that losing 8000 LP to a Sinister Serpent....
