Yes and yes.
Basically, unless the card says "This card cannot be Special Summoned except by Fusion Summon..." (the errata-ed Dark Paladin and Chimeratech Overdragon for examples), you can use Cyber-Stein, Magical Scientist, Metamorphosis, etc. to bring them out. Of course they're not considered "properly" summoned, but you weren't asking that.
(That means you can't reborn them from the GY).

And if the card text reads, " Can only be FUSHION Summoned by the above listed cards...." ?
That's a restriction placed on the card for a Fusion summon only (like Cyber Twin Dragon and Dark Balter the Terrible). It would have no bearing on a Special (non Fusion) Summon of the monster.
Addendum: This conversation excludes the Letter Fusions (VW, XY, YZ, XYZ, etc) since they have their own rules to summoning them.
