Swarm of Scarabs

If my opponent has a face up Swarm of Scarabs in attack position on the field that has not been summoned this turn, can he flip it face down then flip it up again in the same turn. The new ruling about flipping a card face down by an effect and then changing the position manually on the same turn would suggest that he could. However the ruling on cards like Swarm of Locusts, Swarm of Scarabs etc. has been in the past that you could only flip one of these monsters face down and then face up again if the monster started out in face up defense position. Which ruling is correct?

Thanks to the position change rulings, your opponent can flip SoS face-down with the card's effect, then manually flip it back up.
 
With the new ruling in effect, you can use Scarab's effect to flip itself into face down defense position. Then, since it wasn't summoned/secial summoned this turn, hasn't attacked, and hasn't had its battle position changed manually yet, you can go ahead and flip summon it again to get its effect.

These Recycle flippers did get a boost in power with the new ruling that came out. 8^D

Do note that even though Scarabs was flipped face down at the beginning of the phase, you can't flip it face down again that turn. That particular effect isn't reset when flipped face down.
