When you activate this card, change all monsters on your opponent's side of the field to face-down Defense Position. As long as this card remains face-up on the field, monsters on your opponent's side of the field cannot change their Battle Positions. Destroy this card during your 2nd Standby Phase after activation.

Book of Moon

Flip 1 face-up monster on the field into face-down Defense Position.

If I activate Swords and my opponent decides to summon a face up monster on the following turn, will I be able still be able to use book of moon on either his or my turn?

But to answer your question, Yes, you can use 'Book of Moon' since it is not considered a MANUAL change of position. The monster's position is being changed by the effect of 'Book of Moon'.
