Tempest Magician-1 Tuner + 1 or more non-Tuner Spellcaster-Type monsters
When this card is Synchro Summoned, place 1 Spell Counter on it. Once per turn, you can discard any number of cards to place 1 Spell Counter on a monster(s) you control for each card you discarded. You can remove all Spell Counters on the field to inflict 500 damage to your opponent for each removed Spell Counter.

Pardon? I'm not sure what the question is.

Are you asking about the effect "Once per turn, you can discard any number of cards to place 1 Spell Counter on a monster(s) you control for each card you discarded." ? With that effect, you discard any number of cards, and you place that many number of Spell Counters on your monsters however you see fit.

For example, if you discard five cards, then you can place five Spell Counters on one monster. Or, you can put two Spell Counters on one monster and three Spell Counters on another. Or, you can put one Spell Counter each on five different monsters. Et cetera.

Also, remember that you can only place Spell Counters on monsters with the effect of being able to hold Spell Counters. For example, you cannot place a Spell Counter on "Dark Magician" or "Cyber Dragon", because neither of them can hold Spell Counters.

Also remember that some cards have a Maximum number of Spell Counters they can hold: Breaker, Frequency Magician, Hannibal Necromancer, Max. 1
