The Bistro Butcher Vs Null and Void & Appropriate

During the damage step, only quick spell/trap cards that modify atk/def values and counter-traps can be activated, right?

In fact, Netrep file 6.0 estabilishes this: "Appropriate may not be activated in the Damage Step". Is correct, there is no doubt, and The Bistro Butcher forces the opponent to draw cards during damage step, so Appropriate cannot be activated when The Bistro Butcher inflicts damage to the opponent's life points. But...

...why the card registry says that: "You can activate Null and Void during the Damage Step, for example against the effects of Airknight Parshath, Sasuke Samurai #3 or Bistro Butcher"? WHY? Is Null and Void a card that modifies atk or def value of any monsters? NO!

Looks like it is only a ruling to increase the chances to use Null and Void, since is very difficult to use it properly, because effect that makes the opponent exclusively draw are rare...
 
indeed null and void versus bistro butcher is a exception of the rules of the damage step

but apropriate would work in damage step IF it was already face up on the field

I agree with madma 'cause I think that the fact that Null and Void has effect only when the card specify only that is very stupid because the card is quite useless...
 
There's nothing to reply to. The original question has been answered already and as for "why" "Null and Void" gets the special treatment? Unfortunately the only answer to that is "Because Konami said so." (much as I hate that answer). The card more likely should have been a counter trap but oh well.
