The End of Anubis and Level Up Monsters

Is sending a LV monster a cost to summon the next LV monster or an effect like Mystic Tomato. If its a cost, then The End of Anubis would not negate the summons of the next monster but if its an effect it probably would (just as it stops Mystic Tomato from having its effect). Any one have an answer? I checked Ronin but it isn't there.

Sending the monster to the graveyard would be the cost to activate the effect.

The of End of Anubis wouldn't negate LV monsters such as Horus the Black Flame Dragon LV6 because it isn't graveyard effect, and the fact that the effect os sending a LV monster to the graveyard is the Cost.

d_x thanks for the answer. That's what I figured. Didn't see anyone playing LV monsters at the regional today.
