Ok surfing the yugioh sites i came across a site i never seen before with the full card list an pics for the Tactical Evolution set coming after FoTB.Looking at the card list i am very impressed an a little scared of the new rules that will have to come with the cards that are coming out of the set.First thing another summon phase that you can summon a LV5 or bigger monster with no tributes?Second thing normal monsters that become effect monster when re-summoned form the grave yard?an some of the monsters are awsome but i guess i got to wait for the real translations i expect that they are going to change.One monster i saw is going to seriously help the Demise otk decks its effect a 1 star monster that you can use for the tribute to summon any dark ritual monster.Well thats all i have to say for now but what do you guys think about it do you think its one of the best things for the game or not well look forward to hearing what you's got to say thats all for now good dueling all.

Ok, to alleviate some of your concerns.

1) The "Re-Summoning" of a monster applies to the Dual Mechanic. With a Dual-Type monster, it's considered a Normal Monster in your Hand and Graveyard. You still have to offer the appropriate number of tributes if you are Normal Summoning it from your hand. Once it's on the field, if you want to re-summon it to transform it from a Normal to an Effect Monster, that process doesn't require any more tributes.

2) The 1* that everyone thinks will be such a boon to Demise decks... We have to wait for the US release since the effect may work for the monster only while it's on the field. Besides, people will still prefer the Advanced Ritual Art anyway.
 
ya i came across this set on a site too. Im really not looking forward to explaining to the kids in my area how these new rules work and new rulings going along with them and how this and that can or cant be used this way. *sigh* I'm not sure if the effects are going to be the same but with the no tribute some of the cards look like they're going to be near broken.
 
The "no-tributes needed" is for the "re-summon" part only. To regularly normal summon a LV5 or higher Dual-Monster, you HAVE to tribute summon it first, and THEN after that for the "re-summon" to turn the effect on for that "normal" Dual-monster, you have to use up your Normal Summon of the turn, and this "re-summon" part have no tribute needed.

So for LV4 or lower Dual Monster

turn 1, normal summon a Dual-Monster

Then at your next turn, you "re-summon" your Dual-monster to kick in the effect. After that, you used up your normal summon so you cannot normal summon or set. (unless an effect lets you)

So for LV5 or higher Dual-Monster, you have to properly tribute summon it first, and then wait a turn, then re-summon it.

It's just the re-summon that have no tribute needed. IMO, to use these Dual Monsters effectively, you pretty much have to special summon it. Then you can "re-summon" it at the same turn if you didn't normal summon any monster that turn and thus can use it's effect immediately.

Dual Monster (Dragon / FIRE / 6 Stars / ATK 2400 / DEF 1500)
While this card is face-up on the field or in the Graveyard, it is treated as a Normal Monster Card. When this card is face-up on the field, you can Second Summon this card. (This Second Summon is treated as a Normal Summon.) When you do, this card becomes an Effect Monster Card and gains the following effect:
- This card can attack twice in the same Battle Phase.

I have Hell Kaiser Dragon in my hand. It's a 6 Star monster, and I Tribute Summon it by Tributing 1 monster. Now it's a Normal monster on my side of the field.

In my next turn, I still have Hell Kaiser Dragon on the field. I use up my Normal Summon for this turn, and turn Hell Kaiser Dragon into an Effect monster with its double attack effect. I can't Normal Summon or Set any monsters, because that was the price I paid for Second Summoning Hell Kaiser Dragon.



Note that the Second Summon is treated as a Normal Summon. It works with cards such as Ultimate Offering or Dual Summon (a Normal Spell Card in TAEV that gives you 2 Normal Summons that turn).



Note also that Dual monsters are Effect monsters while in your Deck, your hand and removed from play. They are Normal monsters while in your Graveyard. They are Normal monsters while on the field, UNTIL you Second Summon them.

While a Dual monster is a Normal monster on the field, it is NOT an Effect monster, and so doesn't count for effects such as Ceasefire, and IS protected by Dust Barrier.

While a Dual monster is in the Graveyard, it CAN be targeted by Birthright, Dark Factory of Mass Production, Soul Resurrection and O - Oversoul (for Elemental Hero Another Neos only, of course).

Can a Dual monster have its "treat this card as a Normal monster" negated by Dark Ruler Ha Des? Whether it does or doesn't, I presume the Dual monster must have been Second Summoned first, since Dark Ruler Ha Des states it negates the effects of Effect monsters (i.e. Dark Ruler Ha Des destroying a Normal monster Hell Kaiser Dragon does nothing).

TAEV-Dual Monster Effects
While this card is in the Graveyard or face-up on the field, it is treated as a Normal Monster.
- Non-Type Effect
- While this effect is applied, this card is NOT treated as an Effect Monster.
- When this card is Dual Summoned (Saido Shoukan), this effect is not applied.
- If "Skill Drain" is active on the field, this effect is negated and this card is treated as an Effect Monster on the field.
- If this card is destroyed by "Dark Ruler Ha Des", this effect is negated and this card is treated as an Effect Monster in the Graveyard.
- When resolving the effect of "Ceasefire" and this face-down card is flipped face-up, it is treated as a Normal Monster for the effect of "Ceasefire".

While this card is face-up on the field, you can Dual Summon (Saido Shoukan) this card; it is treated as a Normal Summon.
- Non-Type Effect
- This effect can be negated by "Skill Drain" etc.
- You can use this effect whenever you would be normally able to Normal Summon; it does not use the Chain.
- The Dual Summon (Saido Shoukan) is a Summon but it is not classified as its own type of Summon like a [Flip Summon], [Fusion Summon] and the like.
- To Dual Summon a monster, you simply announce the Summon ("I Dual Summon my xxxx!"). You do not select a new battle position for the Summoned monster, it remains as it were before the Dual Summon.
- Since the Dual Summon is treated as a Normal Summon, it takes away and counts towards your Normal Summon opportunity for the turn.
- You can use the extra opportunity to Normal Summon of "Ultimate Offering" in order to Dual Summon.
- The Dual Summon is treated as a Normal Summon but you don't have to Tribute monsters to Dual Summon a level 5 or higher monster.
- During the turn a monster is Dual Summoned, you cannot manually change its battle position.
- However, if you manually change the battle position of a Dual monster, you CAN Dual Summon it later that turn.
- A Dual Summon is treated as a Normal Summon and can be negated by "Solemn Judgment", "Horn of Heaven" etc.
- A Dual Summon is treated as a Normal Summon and fulfills the requirements of cards that can be activated in response to a Normal Summon, like "Torrential Tribute".
- If you use the effect of "Ultimate Offering" to Dual Summon during your opponent's Battle Phase when your opponent declares an attack, it does not cause a replay.
- If a Dual Summoned monster is flipped face-down, the Dual Summon is reset.

This card is now treated as an Effect Monster and gains the following effect(s):
- Non-Type Effect
- This effect is applied when this card is Dual Summoned.
- This effect is no longer applied if this card is removed from the field.
- If the Dual Summon is reset (ex. the Dual Summoned monster is flipped face-down), this effect no longer applies.
- This effect can be negated by "Skill Drain" etc.
