And today we get to the "Big Brother". This fusion card is pretty much a staple for almost any deck. Like "Relinquished", he can be used to suck up an opponent's monster. Being a 1 Star Fusion also makes him much easier to get out via "Magical Scientist" or "Metamorphosis" on "Sinister Serpent" (or "Sheep Token"). But while he lacks "Relinquished"'s extra punch, he does have the ability to prevent monsters from changing their position as well as not allowing any other monster to attack. This gives "Thousand-Eyes Restrict" almost total field control to the player. Careful as it does affect your monsters as well. Also, if you do bring out 2 TER, you essentially locked yourself as well since the effect of one "freezes" the other too.
Really though, there's no reason not to include this card in your deck. Like "Relinquished" he can "suicide" himself into an opponent's monster to lose the one he's equipped with so you can steal another. While most people use "Magical Scientist" to bring him out (so he goes away at turn's end), for those players who have a way to keep him out (through "Metamorphosis" or even *gasp* "Polymerization" / "Fusion Gate"), "Thousand-Eyes Restrict" is an even nastier monster to deal with than "Relinquished" is and will cause many problems for your opponent to get around.
