Can you call Priority with him when he is summoned?

And if you summon a monster, and you have another monster like Tribe-Infecting Virous on the field, can you call Priority with Tribe?

I know that, if I use priority and activate Thousand-Eyes Restrict's effect when it is summoned, I only have to choose his target; if my opponent use a card like Offerings to the Doomed on my just summoned TER, it would be destroyed without bringing my opponent's monsters to the graveyard, cause to take a monster as an equip card happens only during resolution.

Is that right?
 
Yes, this is correct, you can similarly chain Book of Moon to TER's effect to flip it face down before its effect can resolve, and so preventing it from equipping your monster.
 
I keep getting different answers, I want just one, most importantly on the TER. Can I declare priority when I summon TER? Will I be able to suck up the monster immediately if it gets BoM'ed or something?

I want one official answer please.
 
Just to clear things up you have priority to use TER's effect but if they chain something Destroying, Removing, or Flipping it face-down its effect will not resolve.
