Ok... so we all know what TCS does, its effect, and so forth.
But my question is this, Can Toon Cannon Soldier attack in the turn that it is summoned?
Right now, you all must be like "Wow, hes dumb, he just bolded that part..." lol. BUT theres more...

See the thing is that it says Metal Raiders....... and we all know that CANNON SOLDIER is from metal raiders, not TCS. So is this a typo or what, cuz i mean it got rid about that whole not attacking in the turn its summoned stuff...
Man, i dont even know if this belongs in the Rulings section. lol, if not, any mod please move it :)

Why would it be considered a typo? Both cards have the same effect of tributing a monster to inflict 500 damage. Without going back to the actual errata, since the only thing it mentions is that, why would anyone think that there is more to what is listed?

Cannon Soldier and Toon Cannon Soldier (Metal Raiders and Dark Beginning 2) are errata'd to both say that they can tribute 1 monster, since the original "Cannon Soldier's" text said "Offer 1 monster" and DB2 Toon Cannon Soldier says "Tribute 1 monster".

Now, there is no confusion as to whether "Offer" means "To Tribute".

Example
Turn Player has Cannon Soldier and 4 Scapegoat Tokens.

Opponent has Mask of Restrict face-up.

Turn Player: "Since Cannon Soldier says that I can offer a monster, I can still activate his effect!"

Opponent: "No you can't, offer means tribute!"

Turn Player: "Thats not what it says on the card!!"
 
He's referring to how the errata shows only the line of text that says "Tribute 1 monster on your side of the field to inflict 500 points of damage to your opponent's Life Points." The errata doesn't show all the junk about being a Toon and whatnot, so he was thinking that you could still attack with Toon Cannon Soldier on the turn he's summoned. UDE left that Toon junk out in the errata, and that's where the confusion came into play.

Am also starting to dislike more and more the way Ultimate Offering is worded by Konami/UDE. Almost EACH duel when I use UO, people try to use it for themselves too (my UO).

Exactly, it is an errata on Cannon Soldier, to put it in line with other effects such as Exiled Force, and offer a consistant templating.

The originals of those cards also specified that you couldn't offer them as tributes for other effects in order to recieve the effect... which they probably figured they could just say in ruling instead and clean up the text.
