1. Yes you can. The high level Toon monsters are special summoned, for which you can use scapegoat tokens for.
2 & 3. Your toon monster will be safe. Two things to note in regards to this. First is that you are chaining to the card that is destroying Toon World, so it will not be on the field at the point of destruction. Second, when IMT or Dimension Hole return the monster to the field, they are simply returned to the field, not summoned in any manner, so there is no restrictions that would apply.
I'll admit my rulings are a little rusty, so anybody else is free to jump in here with any comments or contradictions to this.

Ah, Dillie-O...you did fine. Of course with Dimensionhole, you cannot chain it (the Chain thing was for #2), so it would need to have been used prior to The destrucion of Toon World, but you knew that. Just clarifying #3.
