Ok, say that Toon world is on the field, I have Toon Summon Skull and my opponent has toon mermaid. He just played Imperial Order and chains it with Dust Tornado, to destroy Toon world....Does all the monsters get destroyed....

Yes. Regardless of who is controlling which Toon World, the moment one Toon World card is destroyed all Toon Monsters on the field will be destroyed. Imperial Order has no effect on this since it is not Toon World that performs this effect. It is the Toon Monsters themselves.

If Skill Drain were active, however, the Toons would not be destroyed.

Also, make sure that Dust Tornado is destroying a card on the opponent's side of the field. A player cannot activate Dust Tornado to destroy their own Toon World (to destroy all the toons on the field...)

Very interesting.... why didn't Pegasus/Amelda(Allister) think of that when playing Kaiba using Peg's Toon deck? Could have saved a lot of heartache lol. Not to mention give Kaiba a bigger headache.
