So, then, here's another question.  If I have my opponent's V-Lord equipped to TER (summoned by Magical Scientist) is V-Lord destroyed when TER goes back to the fusion deck or just sent?  I've always seen it ruled (and played it) as sent, but if an equip with no legal target is now destroyed, would V-Lord come back the next turn?  I think not, but it wouldn't be the first time I was wrong.   :)

But the short answer, no "Vampire Lord" would not come back.

From the FAQ:
"¢ If "Vampire Lord" is destroyed while equipped to "Relinquished", he won't be Special Summoned, no matter who controls him or who destroyed him.

Just replace "Relinquished" with "Thousand-Eyes Restrict"

Your Vampire Lord needs to be destroyed on your side of the field for the effect.

If destroyed while on your opponent's side of the field, then his effect won't kick in...
 
To summarize what everyone said, there are 2 conditions that must be fulfilled for "Vampire Lord" to activate its revival effect.

1. It must be a Monster Card under your control.
2. It must be destroyed by your opponent's effect.
