Two Quick Questions

So, here are my big questions, since I'd like to get right to the point.

Question 1: Relinquished has the effect of equipping an opponent's monster to it, and then taking on its ATK and DEF. My question is, can the effect of Relinquished be activated during your opponent's turn at any time, during any phase? Also, what happens if a monster is face-down on the field when Relinquished's effect is used?

Question 2: There was a conflict at a recent tournament I was in on the summoning and setting of monsters onto the field in a single turn. The question became, "how many monsters can be summoned or set in one single turn?"

Question 1..... Relinquished can only use the effect during YOUR turn.... if you equip a face down monster he has a 0 ATK and a 0 Def.

Question 2 ..... you may only normal summon or set one monster per turn. Unless you are using a card effect such as Ultimate Offering that allows otherwise........ However, you may special summon or flip summon as many monsters as you want to on your turn.
