Ultimate Offering Hino Kagu Tsuchi

If I summon Flame Ruler and then I activate Ultimate Offering, can I then pay 500 life points and tribute Flame Ruler to bring out Hino Kagu Tsuchi?

Can I do the same thing if I had set Flame Ruler instead of summoning him?
