Victory Dragon and Cost Down

Going by the ruling of Mausoleum of the Emporer, I would have to say not. It seems the only way, based on Japanese text, to Summon Vic is by Tributing 3 Dragons.

"¢ You cannot Normal Summon "Victory Dragon" with the effect of "Mausoleum of the Emperor".
 
Just opinion here, but I believe that Victory Dragon's intent all along is that he is a Normal Summoned Nomi monster (compared to most Nomis which are Special Summoned). Basically meaning, you need to tribute 3 Dragon-Types to Summon or Set him. No way around it. Again, just an Opinion.

Can you use cost down to reduce the number of tributes needed to trigger the "if you tribute 3 monsters to summon this card" effects of Moisture Creature/Gilford the Lightning?

Nope. But you could summon it without tributes with 2 cost downs. Doesn't add up to 2 cost down and 1 tribute to trigger the effect. For that matter, there is a ruling about if you use Cost Down with Majestic Mech (the 2400 6 star one) that even if you use cost down, Majestic mech still dies at end phase unless you tributed for his summon. Cost down has no effect on this.

I would say the same goes here. It says very clearly the ONLY way to summon Victory Dragon is to tribute 3 dragon sub types.

I'm glad it's this way though. A monster that can end 2 games in one swift kick should be that hard to get out. I don't want to get hit with VD anytime soon. I would do whatever I could to stop it. But if you look at the SJ that it came in, there are several good ideas to swarm the field with dragon sub-types in less than a turn, if set up for properly.

In how it is stated it sounds like playing 2 Cost Downs it will no longer need to be tribute summoned and you can normal summoned the card because it will only be lv4



Unlike Mausoleum of the Emperor where you pay points there the effect will stop you from summoning the card

Yes, we've had this very argument elsewhere (http://www.cogonline.net/threads.18563&highlight=victory). It seems that, although they worded it differently that the other, non-playable (like the God cards) Victory type monsters that were given as prizes at the last big tournament, the intent is the same. The only way to get them out is by Tributing 3 Dragon-types. Note the wording here....
