Is Voltanis's effect similar to dark world monsters in that their effects must resolve all at once keeping them from being bottomless or torrentialed?

No. Voltanis the Adjudicator can be Special Summoned in between Chain Links, but the "destroy opponent's cards" effect begins a new chain after the current chain has finished.
What this means, though, is that if Voltanis was Special Summoned in the middle of a chain, it cannot be Torrential Tributed, etc. because its Special Summon was not the last thing to happen.
If you Special Summoned it in response to a Counter Trap Card activating on its own (Negate Attack, say), the last event would indeed be its Special Summon, so the opponent could chain to the activation of its "destroy opponent's cards" effect with Bottomless Trap Hole, etc.
