What constitutes an "official match"?

This is something I inadvertently began discussing with UD and two PM3s recently.

The scenario is as follows: For whatever reason, a player is given a Match Loss penalty after he completes his current round match but before he signs the match result slip. Both players agree before a judge that there was a definite winner.

Question 1) Does the penalty apply to the current match or to the following round match?

Same situation, but the player gets disqualified after winning. Both players have agreed that the DQ player was the winner of thematch. The slip has not been signed. Assuming that the DQ does not leadto suspension, the player wants to be sure his honor rating will countthe current match win.

Question 2) When does a tournament match become official?
