why isn't armory arm a union

i have been wondering this for a few day know armory arm meets all the stuff for it but they have it as effect and not a union

any ideas?
 
I would guess, simply, just because they can. There's no real other reason for it, other then there are a lot of effects that act like a certain type of card, but for one reason or another, it isn't that type of card. Just like how Nightmare Penguin functions like a Flip Effect, but it's not a Flip Effect. I presume they just didn't want it being treated as a Union, as it's already a Syncro, so how many more advantages does it need? First thing I can think of is maybe they didn't want it being used with Combination Attack, but I digress.

Functionally, it's just different. As such, it could be equipped to a monster that already has a Union, since it isn't one itself.
 
The rule of thumb seems to be that any Gemini/Spirit/Toon/Union monsters they make must always be orange colored.

Tuners can be either Normal or Effect Monsters because they don't contain specific text which, by itself, would make them all Effect Monsters, which the other subtypes have.

But I digest.
 
All I can think of on the matter is that it's already a Synchro Monster, and with the exception of "Effect" and "Tuner" (a recent addition, obviously) they don't seem to want to make cards with multiple categories like that. That's why there are no Ritual/Spirit monsters and such (so far). I would actually welcome cards like that, but I suppose just having cards that have a category and are also Union in all but name (i.e. "Armory Arm") is good enough.

But I dissect.
