Witching Hour

If I target a "new blood" that is in my KO pile when I play "witching hour", then during my recuit step I bring him out and then I KO him during my reuit step can I bring re-recuit him with the effect of the witching hour I played earlier?

You choose the characters with a cost of 2 or less when you first play [vcard=MMK-179]Witching Hour[/vcard] or for lack of a better term "at activation." You wouldn't be able to select anything later on in the turn.

That's what I'm saying I target the character when I activate the card. I recuit the character during the recuit step as "witching Hour" says to do then I KO the same character. Can I re-recuit him again since its the same character I targeted earlier with "Witching Hour" was activated?

Once you've recruited the chosen character(s) during the recruit step this turn, you've satisfied the condition set up by Witching Hour. Even if they go back to the KO'd pile during the same Recruit Step, you don't get to do it again.

Incidently, Witching Hour is not a targeting effect.

As for the reason, when a card leaves a particular zone (in this case, moving from the KO'd zone to the In-play zone), the card is not considered the same one. So the New Blood, when it enters the In-play zone, is not considered to be one that was targeted by Witching Hour.
