When you activate either Premature Burial or Call of the Haunted do you have to declare what card you are going to bring back from the graveyard before your opponent can chain something to destroy either Premature or Call of the Haunted, or does your opponent have to destroy it upon activation...

If either Sacred Phoenix or V. Lord are destroyed by Solemn Judgment when they are being summoned, do they come back on your next Standby Phase? Thanks
