Hi, I was competing in a competition yesterday. I had a Mystic Tomato face down and my oponant attacked destroying it. I special summonned Exiled Force, can i use its special ability to destroy my oponants card? Also is Lighning votex a good card and what decks would he work in?

I have had several differant rulings on this card, how do I get an official ruling for the card? I appreciate all the help but as stated this is a difficult ruling and I know it will cause me pain at a tournamnet in the future

Is it correct that Peten effect still works when Necrovalley is on the field? The card says it can be removed to special summon another and Necrovalley says no card removal out of play in the graneyard.
