Is it correct that Peten effect still works when Necrovalley is on the field? The card says it can be removed to special summon another and Necrovalley says no card removal out of play in the graneyard.
 
If Necrovalley prevents you from taking cards from your graveyard and removing them from the grave then that would prevent Peten's effect. Especially since you have to remove him from the grave and the game to take advantage of his effect.
 
but you do know that Necrovally doesnt stop the Recursion effect of Vampire Lord.

maybe petent cant escape necrovally but Vlord sure can.

The key element here is who is removing the monster. You have to remove Peten from the Graveyard to activate his effect. Vampire Lord's effect is going to happen without any user intervention so Necrovalley does not prevent the card from removing itself from the graveyard.
 
Also, because Necrovalley basically prevents card effects outside of the Graveyard from targeting cards inside the Graveyard, it cannot prevent cards that state conditions for their summoning or removal from within the Graveyard, like Sinister Serpent.

The main difference with Peten's effect is that it is a "cost" to remove him from the Graveyard, and Necrovalley prevents cost payments that involve removing a monster from the Graveyard. Peten isnt summoning himself, he is summoning another Peten, but only if he can be removed from play.

So in this case, Peten is not like "Witch of the Black Forest" or "Sangan", or any other searchers.
 
I have had several differant rulings on this card, how do I get an official ruling for the card? I appreciate all the help but as stated this is a difficult ruling and I know it will cause me pain at a tournamnet in the future

Actually, it's because Necrovalley doesn't allow cards to be removed from the game. And VLord doesn't remove itself from the game.
 
i not understand thi card!!

the effect do only it is on the field

and when it is discard from hand or deck !!!

and if i use painfull choise and it is discard in the graveyrd i can use it's effect?!

Peten's effect cannot be used when it is sent to the graveyard via one of the following effect: being tributed for some effect, being tributed for a tribute summon, being discarded by the effect of Card Destruction, being discarded as a cost, any effect that sends it to the graveyard but resolves somewhere in the middle of a chain. Peten can still be used if sent to the graveyard due to Graceful Charity, Delinquent Duo, or being destroyed in battle or by a card like Tribute to the Doomed.

Could someone tell me if all this would be correct??? I had someone send me almost 12 pages of rulings that would be similar however none are specific to this card!

Here is the ruling you guys should follow:

The effect of "Peten the Dark Clown" can only be used if the last thing that happens if "Peten the Dark Clown" being sent to the graveyard.

Examples of when you CAN activate his effect:

Destroyed by the effect of "Tribe Infecting Virus".
Destroyed in battle.
Being the second card discarded by "Delinquent Duo".
Being sent to the graveyard by "Painful Choice".

Examples of when you CAN NOT activate his effect:

Discarded as the cost for "Tribe Infecting Virus".
Sent to the graveyard by the effect of "Woodland Sprite" (this question will be coming up A LOT in the next few weeks).
Being the first card discarded by "Delinquent Duo".
Tributed to summon another monster.
