can i activate the toon monsters payment effect during my battle phase or battle step or must i declare it before i attack with them??????

I.E.

i have toon gemini and toon summon skull on my side of the field. its my turn so i attack first with my toon gemini elfs and then pay 500 LP to attack with toon Summon Skull. is this legal??????????

When you delcare an attack, the payment is paid here, during the battle step.

As for the 2nd question, it's a bit vague. I don't understand what's being asked here.

But yes, you can attack with both Gemini Elf and Toon Summoned Skull, like you normally would. They can't attack during the turns they were summoned to the field however.

ok this is my example.......

player A enters his battle phase
declares 1st attack with toon gemini
then
declares 2nd attack with toon summon skull

my question is can i attack with toon gemini first and then pay the 500 LP to attack with the toon summon skull during my battle step??? or must i pay before i choose a monster to attack with???

cause i thought u had to pay before entering the battle step, and before declaring the toon monster your gonna attack with. i hope this is clear enough.

no the monster attack has a cost for it to attack, you dont pay anything before hand.

its on the spot / moment of the attack.
