No. You use Forced Back when your opponent declares a Normal Summon. If you don't, then the summoning goes through, and then you respond to it.

Basically, when your opponent tries to summon a monster, you first have a chance to negate it (i.e. with Forced Back or Solemn Judgment). If you don't, then you can respond to the summon with effects that do stuff other than negating it.
