first off minus a treeborn. April 1st he gets limited.
Dark Hole goes too unfortunately
Maybe add in Mirror Force to replace Dark Hole since it gets unbanned.

Possibly add in another tomatoe to make up for the minus of a frog. that keeps ya even. I will actually need to think about the deck a bit before making more suggestions. im not the greatest deck mechanic in the world.
 
You likely won't see it used much agaist you in play, you perhaps would if you were playing me....but I'm certainly not the norm.....however, with Treeborn Frog and the resurgance of interest in Monarch decks you just might see "it"...and "it" would likely bring your deck to a screeching halt, that being, Mask of Restrict. Best build a side deck for this one with Dust Tornados.
 
I updated my deck with some of the changes that were suggested, and I added a side deck.
When the new ban list takes effect I will remove a Treeborn Frog for a Mystic Tomato, and I will take out Dark Hole and replace it with Mirror Force and add Graceful Charity, but until then.
I took out Magic Jammer and replaced it with Magic Drain, I will playtest it to see how often my opponents are willing to give up another magic card. I can't get rid of seven tools for Trap Jammer, because I have tried Trap Jammer and had no luck, the traps I wanted to stop were always activated outside of the battle phase.
I don't think Giant Trunade is necessary, because I have a ton of magic/trap removal with Heavy Storm, MST, and Mobius. Also I don't want to take out Magic Cylinder for sak armor, because most of the time I like my opponent to have monsters, so I can take them and use them as sacrifices.
 
You may want to try out Sand Moth or Gear Golem the Moving Fortress as def. monsters that will stay on the field long enough to give you a tribute. With the new format looking more aggressive and with Nobleman of Crossout coming up to two copies your Treeborn Frog may easily be taken out of play and you'll be wanting something with some staying power.

In addition I'd encourage you to consider at least one copy of Soul Exchange instead of one of the copies of Brain Control. Your deck is a fairly aggressive one and it's likely there will be plenty of times when your opponent's monsters are in face down def. position and those Brain Controls won't give you the tribute you need.
 
I didn't even think about Soul Exchange, because I wanted to stay aggresive, but you are right when I play tested there were many times I needed a sacrifice and my opponent only had a face down monster. I will add a Soul Exchange for one Brain Control. I thought about Sand Moth, but I decided on Gravekeeper's Spy, because of field presence, but I see your point, if they nobleman it both of them are gone. I may try Sand Moth, gear golem, or maybe a Big Shield Gardna.
 
Here's a thought from my experience with a control deck similiar to yours. I would take out 1 Mobius and Grandmarg for 2 Blowbacks, you will like the versatality they bring to the deck, not to mention you don't even have to flip a coin to destroy a face up Reaper, just target it. I would replace Waboku with Threatning Roar since Mystic LV2, Sasuke #4, Drillroid, etc. don't need to do damage to destroy you.
 
If he have time for Trunade, add Dust. Dust is chainable pretty easily as long the foe have a s/t on their field so it doesn't bother the frog at all.

Yeah, take out Granmarg. That's the crappy useless brother among the Monarch family.
 
I believe I have enough spell/trap removal with Heavy Storm, MST, and 3 mobius. As far as granmarg, I think he is quite useful, because I can choose what to destroy, either face down monster, or a face down spell/trap. I play tested this recently and I need to speed it up from what I noticed. Also I will be updating my deck with some changes.

We all have our individual playing styles and what works for you is whats most important, however, I'd like to suggest a couple of things, if nothing else just give them a try, if you don't like them then write it off....if so, great.

Main Deck

Skelengel is certainly an option if you're already running a copy or two of Dekoichi the Battlechanted Locomotive but Skelengel is the only card drawing monster you have. Dekoichi has a higher atk and def. than Skelengel and you can special summon it with your Mystic Tomatos. I don't have too much of a problem with most of the rest of your deck. Other than I think 3 copies of Waboku and Mobus might be over doing it. Give Tsukuyomi a go. The option of flipping MOF or Dekoichi face down to reclaim their effects is just so beneficial, especially with you playing a couple of copies of Waboku. If you've used Snatch Steal then Tsukuyomi is a great friend allowing you to turn the monster face down and keep your opponent's monster w/o giving them the 1000 pts every turn. If you side deck in Mask Of Darkness then there is really capacity for Tsukuyomi abuse. There's just too much potential for gaining advantage NOT to be using Tsukuyomi.

I'd like to look at the side deck. You have enough ways to get rid of monsters on your opponent's side of the field. I really don't think the D.D. Warrior Lady and D.D. Assailant are needed, nor do I think that the Morphing Jar fits very well with the theme of this deck (you're trying to gain card advantage, Morphing Jar usually evens it up) As well, a third copy of Mystic Tomato I don't think is needed, we can make better use of that space.

+1 Golem Sentry (Sometimes, just sometimes, it's better to send monsters BACK to the opponent's hand than to destroy them...such is the case agaist an Exodia deck for example. This monster has good defense and is great at getting rid of Spirit Reapers, f/d flip effect monsters, etc....also can be SS w/ Giant Rat)

+1 Dark Ruler Ha Des (At 2450 atk this big guy overcomes the Monarchs in battle. If you opponent is depending on their monster flip effects to change the game Dark Ruler puts a crimp in their plans quickly.)

With the errata on Last Will and it's rules changes you may want to work it into your deck as well.
