"Appropriate" loop

Q#1: If Player A has an Appropriate out, can Player B activate one?

Q#2: If both players have an Appropriate out, can anyone draw cards outside of the Draw Phase?

Q#3: Is this loop illegal?

(I read a ruling on Edo's YGO Page that said that two activated Appropriates would create a loop that ended when one player decked out, but if someone drew all 5 Exodia pieces during the loop they would win.)

You are chaining to the activation of the card and that is legal, because the card hasn't resolved yet.

Shouldn't I be able to chain to appropriate's effect of drawing cards if I can chain to harpie's hunting ground's effect of destroying magic/trap cards? Does the difference lie in the fact that Harpie's Hunting Ground is a field card?

This is how it works: As soon as you draw a card, the effect of "Appropriate" automatically triggers, and you would not be able to chain anything. As soon as that "Appropriate" makes you draw cards, it triggers the other "Appropriate" your opponent has.

Even if that is the case, like i said before, should someone be able to activate MST between the resolution of one appropriate and the "activation" of the other?

Both of them have already activated, and are currently resolving, so you wouldn't be able to activate a "Mystical Space Typhoon" in the middle of the chain.

There is no "chain" being created by the 2 Appropriate's, it is simply 2 active continuous effects that will apply every time there is an instance of a "draw" by the opponent. When you are both drawing, it becomes never ending, as you cannot leave that point unless one of you stopped drawing.

It is a sort of Continuous/Trigger, but i really don't like that wording, since "trigger" implies activation. As there is no activation here. You cannot interupt the "loop" because there is no chain, and only another continuous effect can apply during that time, like Exodia.

Harpies' Hunting Ground is a straight up Trigger, and will create a chain link everytime the event that triggers it happens.

I still don't see how they are resolving when they are continous trap card and have thus already resolved at the end of their previous successful activation. By this logic one could say that appropriate NEVER fully resolves because it didn't resolve at the resolution of it's activation.

I'm reffering to when there is an active harpie's hunting ground on the field. When a harpie lady is summoned harpie's hunting ground targets a magic/trap card. Why is someone allowed to chain to the effect of "harpie's hunting ground"'s effect of destroying a magic/trap card?
