Are promo cards legal

Hi I am new to the game and was wondering if I can play advance format using promo cards?

Or God cards (since a few of the promos are such), or have written on the card that they can't be used in a duel (since some of the prize promos had such; e.g. Mateo the Matchless and Ulevo).

I haven't heard of those. Care to offer up some stats, and possibly an explanation of why they're not allowed?

Oh yes. I remember reading about that somewhere. Winning the Match means winning all 3 Duels, of course. It's like a last-ditch effort. I don't see why it should be banned, though. Really, it's not as though anyone'll use it (except in fun Decks).

sorta of like victory dragon, but for beast-warriors, eh? i assume the same applies to Ulevo for rock types, huh?

Isn't that a bit redundant. If you attack your opponent's life points directly and make it 0, you win.

Isn't that how you win with ANY other monster/effect/anything in this game? (Other than Exodia/Destiny Board/Final Countdown/etc...)....lol

you win the match, not the duel, so kill them with this first game, and it's a match win

The point is if you win with it during a Tournament, you'll win the Match. Not the Duel. 3 Duels make a Match. You could win your first Duel but still lose the Match 1-2, but with this card it's a certain victory and move to the next round.

no ulevo is a winged-beast.
