Scenario 1:

Player A has an Armed Dragon Lv5 and a Gemini Elf
Player B has no monster.
It's Player B turn. Player B play Snatch Steal. Player B attack with Armed Dragon Lv5 and destroy Gemini Elf.
And this is the question: owner of Armed Dragon Lv5 can sent AD Lv5 to the Graveyard at the and of Player B turn to Special Summon Armed Dragon Lv7?
Instead if Player B play Creature Swapis is not possible because Player B is the new owner of Armed Dragon Lv5.

Player A would not be able to activate the Level Up effect of Armed Dragon while he was on the opponent's side of the field. (You only have control over the monsters on your own side). However Player B could send Armed Dragon LV5 to the graveyard to level up and summon his own Armed Dragon LV7. He could even send Armed Dragon LV5 to the graveyard if he didn't have an Armed Dragon LV7 in his deck (but he'd have to show his deck to Player A to confirm that there was not an Armed Dragon LV7 to summon).

When Armed Dragon LV5 or Horus Lv6 destroy a monster the owner MUST level up or CAN level up....

It can Level up, but it is not a mandatory effect. (despite the text wording not including the words 'may' or 'can'.
