barrier statue of the drought + Hand of Nephtys

so I'm head judging the contructed tournament at the strike of neo's pre-release and an interesting senario came up.

player A has hand of nephtys and player B has barrier statue of the drought.

Player A plays Brain Control to take barrier statue of the drought. Player A attempts to tribute barrier statue of the drought with hand of nephtys's effect.

Extrapolating rulings regarding protector of the sanctuary I ruled that doing this was not a legal move. Upon returning home Netrepâ„¢ told me the following:
"[Group: BARRIER STATUE MONSTERS] You cannot activate "The Shallow Grave" while a Barrier Statue is in play if the only monsters in the opponent's Graveyard are barred monsters"


Still, I'm not 100% sure on my ruling and I had a lengthy discussion with my other judges regarding my ruling.

Did I rule correctly?

That is, the continuous effect of the Barrier Statue of the Whatever (except Inferno, obviously) remains active, even if the Barrier monster is Tributed, until after the Sacred Phoenix of Nephthys is Special Summoned. This is impossible, so you can't activate the effect of Hand of Nephthys in the first place.

Although, if the Tributes are a cost, and you can chain to the activation of Hand of Nephthys, Barrier Statue's effect has a chance to deactivate before the Special Summon happens, so then it's perfectly fine (provided you Tribute the Barrier Statue). I'm probably missing something there, though.

Conditions need to be correct at activation, it needs to have a chance to resolve at activation. (even though that would never happen)

Also, even for Lava Golem, tributes occur before the monster is summoned. So there is the time for an effect to turn off before a monster is summoned, but that obviously doesn't matter in this case.
